In 99 it is fair to say WWF had a stranglehold back on wrestling. It had fought away its nearest rival in WCW and was dominating the wrestling landscape. However, as ever, there was the third promotion, the cult rival to the big boys, who were chugging along and desperately trying to find its way with limited resources.
